USGA RULE 33-3: Times of Starting and Groups
First round groups and starting times are created by the TOURNAMENT COMMITTEE prior to an event. Groups are created based on average score; the goal and policy of the UJGA is to place players of the same or similar ability together. In 36-hole tournaments, the UJGA Staff makes every effort to repair the field after the first round of play.
The date and start time of a tournament is negotiated with the host facility and professional. The UJGA Staff makes every effort in obtaining reasonable dates and starting times, Ultimately, the final decision is left to the host professional.
