2010 Rules of Play

When applicable, the following Local Rules, Conditions and Definitions, will apply in all UJGA competitions.

1. PLAYER RIGHTS: If a fellow competitor believes an infraction may occur or has occurred, he/she should inform the players involved and notify a UJGA Tournament official as soon as possible. Under the Rules of Golf, you may play a "Doubt as to Procedure" ball (USGA Rule 3-3), advising the marker with which ball you wish to score. Both scores must be marked on the score card. Do NOT sign the scorecard until a rule decision has been made by the Committee. Failure to report the situation to the Committee before returning the score card will result in disqualification.

The player is responsible for the hole-by-hole score, not the total. After completion of each hole, the player and marker should agree upon the correct hole score. Signing for a score (on a hole) that is lower than actually taken WILL RESULT IN DISQUALIFICATION. A higher score will stand.

If there is doubt as to what occurred in a particular instance, all members of your pairing (and scorer if applicable) must meet at the end of the round with tournament officials to resolve the issue.

2. CODE OF CONDUCT: All UJGA members MUST adhere to the Code of Conduct guidelines. Violation will result in tournament penalties and/or disqualification. Repeated violations could result in membership suspension.

Specific Violations Include:

  • Lack of respect to the scorer or tournament officials
  • Failure to abide by the Rules of Golf or a decision by an official
  • Damage to golf course property
  • Throwing clubs
  • Abusive language
  • Poor sportsmanship, conduct or behavior in general

The Tournament Committee may assess a penalty of disqualification if the nature of the violation is serious.

Specific Violations that the Executive Committee deems a serious breach of the Code of Conduct:

A) Failure to turn in a score card at the conclusion of a stipulate round.
B) Use of tobacco, alcohol or drugs (unless medically prescribed) during play.

PENALTY:

Disqualification from the player’s next tournament (player is allowed to play but cannot earn PPR points).

Specific Violations that the Executive Committee deems a serious breach of the Code of Conduct (automatic Membership Suspension):

A) Failure to turn in a score card at the conclusion of a stipulate round (second violation).
B) Discontinuing play and walking off the golf course before the conclusion of a stipulated round.
C) Cheating or purposely not abiding by the Rules of Golf.

PENALTY:

  • Automatic suspension of membership and disqualification from all remaining UJGA sanctioned tournaments until his/her membership is reinstated with a minimum suspension of one-tournament. (note: will be able to participate in national qualifying tournaments but is not eligible to receive PPR Participation / Performance / Qualifying points in the qualifying event or at the national championship).
  • Loss of entry fees for events that the player is ineligible to participate in. 
  • Player will be ineligible for PPR Qualifying / Performance points at national or state championships that he/she may have qualified for prior to the violation.

If ANY violation of the Code of Conduct is determined to be a serious breach by the Executive Committee, the committee may recommend suspension of membership and the length of that suspension. A request for reinstatement must be handwritten and submitted to the Executive Committee Chair (UJGA President) from the suspended player and his/her parent or guardian.

3. CADDIES / MOTORIZED GOLF CARTS: See addendum.

4. ELECTRONIC DEVICES: The use of devices that measure or gauge distance only are allowed provided the device meets the USGA rules of golf (Rule 14-3 / 2 Note). Additional electronic devices, cell phones, iPODS or devices that produce music are prohibited.

5. PACE OF PLAY (USGA Rule 6-7): See addendum.
 
6. STIPULATED ROUND: The stipulated round in all flights and divisions is 9 holes.

7. TIME OF STARTING: See Note under Rule 6-3. A player is deemed to be at his starting point when he is within the roped area of the starting tee and ready to play.

8. EMBEDDED BALL THROUGH THE GREEN: Appendix 1, USGA Rules of Golf.

9. PRACTICE: A) Between the Play of Two Holes: Rule 33-1: Practice between play of two holes is prohibited on or near the putting green of the hole last played. B) During a DANGEROUS SUSPENSION: A player MUST NOT practice at a practice area until declared open.

10. OUT OF BOUNDS: Defined by inside points of a property line or white stakes and fence posts at ground level (such stakes, fence posts, concrete bases of fence posts and fences along boundaries are not obstructions).

11. GROUND UNDER REPAIR: A) Enclosed white line areas (except ball drops). B) French drains (trenches filled with rocks or stones). C) Newly trenched areas. D) Seams of newly sodded areas – for lie of ball ONLY. All seams within the sodded area are considered the same seam.

12.  WOOD CHIPS: Around bases of trees are loose impediments.

13. INTEGRAL PARTS OF THE COURSE: Retaining walls and pilings (applicable when located through the green, within water hazards or within and/or around bunkers).

14. PERMANENT ELEVATED POWER LINES AND CABLES: If a ball strikes such a line or cable, the stroke must be canceled and replayed without penalty. If the ball is not immediately recoverable, another ball may be substituted.

15. TEMPORARY IMMOVABLE OBSTRUCTIONS: The Starter / Scoring Tents and Scoreboard Trailer are TIO’s. See Appendix 1: 6a III for relief options.

16. TRANSPORTATION: Players and caddies (when approved) must walk at all times during a stipulated round unless the UJGA Rules Committee authorizes transportation. See Appendix 1: 9 for penalty if rule breached.

17. SUSPENSION OF PLAY DUE TO DANGEROUS SITUATION: One long air blast means play is suspended, players should seek shelter immediately. Two blasts on the air horn indicate play is resumed. If the players in a match or group are between the play of two holes, they must not resume play until the Committee has ordered a resumption of play. If they are in the process of playing a hole, they must discontinue play immediately and must not resume play until the Committee has ordered a resumption of play.

18. DRESS CODE / Required Dress: See addendum.

19. STARTING TIMES/PAIRINGS: USGA RULE 33-3.

20. Modification Rules of Golf / SWIRE Coca-Cola Jr. Series only (Rule 33-7) : The penalty of disqualification has been modified for the following rules if  not corrected
12 & Under Flights Only

  • playing from a wrong place – serious breach
  • playing a wrong ball
  • failure to hole out
  • failure to play from within the teeing ground

In the event a player fails to correct a serious breach of the rules the player will receive the maximum allowable score on the hole versus disqualification (12-strokes). This does not apply to the Code of Conduct or Dress Code policy, violation is disqualification.
12 & Under Flights / 12 & Older Flights

  • Players must pick-up after 12 strokes (record a score of 12 on the hole).

21. SCORE CARD RETURNED: (SWIRE COCA-COLA JR. SERIES) The committee has determined that a score card has been returned when A) all scores are correct and B) when all signatures have been obtained. (ZIONS BANK CHAMPIONSHIP SERIES) The committee has determined that a score card has been returned when a player leaves the scoring area as defined by the Tournament Committee.

22. TIES: See addendum.

23. COMPETITION CLOSED: A UJGA competition is closed when the UJGA Tournament Official awards the championship trophy to the first-place winner.

DRESS CODE

 Proper dress is required at all times at the host facility, this to include while on the driving range, practice green or in the clubhouse.. Questionable attire will be reviewed by the UJGA Staff. Should a host facility have a stricter dress code, its policy will take precedence. Players in violation will not be allowed to tee off.
The following is the approved dress code for UJGA-sanctioned tournaments:

  • Hats/visors must be worn brim forward
  • Men’s collared golf shirts and mock-top golf shirts with sleeves are approved
  • Women’s golf shirts without a collar must have sleeves.
  • Women’s golf shirts without sleeves must have a collar.
  • ALL players must keep shirts tucked in regardless of shirt style
  • Women’s shorts must be finger-tip in length (measurement when player places arms to her side, the end of her fingertips)
  • Men’s shorts cannot extend past the knee and must have a belt if belt loops are provided.

Prohibited Dress:

  • Tank tops, t-shirts and men’s sleeveless shirts
  • Denim shorts and jeans, short shorts, cut-off shorts and gym shorts.

Penalty for Dress Code breach:
A player who does not confirm to the dress code prior to the start of his / her stipulated round will not be allowed to play. A warning will be given to a player who began the round in compliance, but who later falls outside of the policy. If the player subsequently falls outside the policy and it is apparent that player is abusing the policy, the player will be disqualified. This action will be taken if the player demonstrates a defiant attitude with respect to the rule. Disqualification for breach of the dress code can result in a player’s membership being suspended under the Code of Conduct policy.

CADDIES / MOTORIZED GOLF CARTS

ZIONS BANK CHAMPIONSHIP SERIES

Caddies or the use of a motorized golf cart are not allowed at UJGA sanctioned events except for the U.S. Junior Amateur, U.S. Girls Junior qualifying tournaments and the Challenge Cup Matches (carts only). If a caddie is used at a USGA event they must meet the USGA’s caddie requirement as indicated on the tournament entry form.

SWIRE COCA-COLA JR. SERIES

The UJGA has adopted the policy of allowing Caddies for the Boys 9-10 / 8 & Under and all Girls divisions. All caddies must follow the UJGA Code of Conduct rules, this to include the UJGA Dress Code. 

Note: Caddies are not allowed in the Boys 11-12 age divisions.

Caddie requirements:

  • Caddie must be at least 16 years of age and must be a family member (parent, guardian, sibling, grandparent, aunt, uncle or cousin).
  • To become a UJGA Caddie, individuals must complete the Caddie Certification Quiz
  • Inappropriate conduct will result in the immediate revoking of a Caddie Certification

Caddies are allowed to: (Definition: Rule 6-4 USGA Rules of Golf)

  • Carry the player’s clubs during play.
  • Give advice
  • Help player with the Rules of Golf
  • Caddie for more than one player in a group, both players must be related to the caddie (see relationship requirement above). Must advise the other players / parents in the group know that you will be assisting both players.

A Caddie is not allowed to:

  • Stand behind the player as an extension of the line of play / putt while he / she play a stroke.
  • Touch or test the surface of a hazard.
  • Prevent a ball from traveling its original path or placement (Rule 1-2)
  • Give advice to other players unless you are also caddying for them.

CADDIE CERTIFICATION

Before you are allowed to Caddie you must complete the 25 questions UJGA Caddie Quiz and obtain a minimum score of 20 or attend a UJGA Rules of Golf workshop and complete the players Quiz that is given at the workshop. All Caddie Quizzes are to be turned into the UJGA Office before being approved as a caddie.

Caddies or the use of a motorized golf cart are not allowed at UJGA sanctioned events other than following exception:

    • Caddies are allowed at the United States Junior Amateur and Girls Junior Qualifying tournaments and must meet the USGA guidelines.

    PACE OF PLAY

    PACE OF PLAY (USGA Rule 6-7): Players will be subject to penalty if he/she unduly delays play. Group times will be checked at two checkpoints during a tournament round. The following schedule will be used at all UJGA-sanctioned tournaments:

    CHECKPOINT 1: (Completion of 9th Hole): Groups out of position will be given a 1-stroke penalty. The violating group is responsible to get back in position by the second checkpoint. Times of groups following the out-of-position group will be adjusted accordingly and are consider in position if they finish within 14-minutes of the group they are following.

    CHECKPOINT 2: (Completion of 18th Hole): All members of a group that was in violation at Checkpoint 1 and also at Checkpoint 2 will receive an additional 2-stroke penalty A group that is out of position for the first time will be given a 1-stroke penalty.

    TIME ALLOCATIONS FOR THE CHECKPOINTS

    Checkpoint 1: Group of 4 = 2 hours 15 minutes / Group of 3 = 2 hours 6 minutes.
    Checkpoint 2: Group of 4 = 4 hours 30 minutes / Group of 3 = 4 Hours 12 minutes.

    Timing Policy: Players are subject to being “spot” checked if their group has failed to meet a checkpoint allocated time. A player will have 40-seconds to play a shot once it is his/her turn to play, a time over the allocated 40-seconds is a violation of the policy.

    Any player may request an official to time his/her group if they feel there are players within the group who are violating the policy.

    PENALTIES

    Group Checkpoint time violation (first infraction): All players will receive a 1-stroke penalty

    Group Checkpoint time violation (second infraction): All players will be given a 2-stroke penalty (plus the initial 1-stroke penalty= total of 3 penalty strokes).

    ANY group member can petition for their penalty/penalties to be waived, at which time there will be a review of the individual players time on each shot that was spot checked when the group was out of position (based on checkpoint times). Any shot that took longer than 40-seconds to complete will be in violation of the timing policy and the assessed penalty will stand. Additionally, if the Rules Official who had been timing the group deems that the group “did not make an honest attempt to get back into position” and meet the allocated checkpoint times the penalties will stand regardless of the player’s individual time.

    ASSESSMENT / WAIVAL OF PENALTIES

    If a group that was out of position at the first checkpoint but finishes in the allotted time the 1-stroke penalty that was assessed is subject to be waived by the Tournament Committee.

    If a group met the first checkpoint time but was over the allotted time at the second checkpoint a 1-stroke penalty will be assessed. The Tournament Committee may consider waiving the penalty under special circumstances.
     

    2010 Rules of Play / Addendum
    TIES

    In the event of a tie for first place a sudden death playoff will be conducted at UJGA sanctioned tournaments. POINTS and AWARDS will be given based on the playoff results. If there are more than two players tied the playoff results will only count toward POINTS and AWARDS for the Champion. Once the Champion is determined the playoff if over, the remaining players remained tied with POINTS being awarded for a second-place finish to all players. AWARDS will be determined by scorecard playoff.

    The playoff will begin at the conclusion of play after all score cards have been reviewed and the scores have been posted to the scoreboard. The playoff holes will be announced upon approval by the host professional.  If a playoff cannot be conducted Co-Champion awards will be presented and each player will receive the points associated with the CHAMPION designation.

    In the event of a tie for second thru third place (fifth place in National Qualifying tournaments) a score card playoff (USGA App. I #C, D) will be conducted to determine the AWARD winner. The process is as follows:

    • The first tie breaker is the score for the Inward 9-holes that appear on the scorecard (hole 10-18), if a tie remains,
    • the total of the final 6-holes of the Inward nine (holes 13-18); if a tie remains,
    • the total of the final 3-holes will count (holes 16-18)

    If the players remained tied after the above calculations the same process will be followed considering the Outward nine holes; this will include:

    • the total score of the Outward nine hole (Holes 1-9), if a tie remains,
    • the total of the final- 6-holes of the outward nine (holes 4-9); if a tie remains,
    • the final 3-holes of the outward nine (holes 7-9)

    If a tie still remains a hole-by-hole playoff, beginning with hole #1 will be conducted to determine the winner. If after exhausting all efforts to determine a winner and the players still remain “tied” duplicate awards will be presented. Regardless, the accompanying POINTS will be awarded based upon the initial tied results.
