The following policies have been adopted by the Utah Junior Golf Association for the 2011 season.

1. JUNIOR TOURS / DIVISIONS & FLIGHTS

The Utah Junior Golf Association (UJGA) provides tournament opportunities for players 7 to 18 years of age. With the sponsoring support of ZIONS Bank, SWIRE Coca-Cola, USA and VIVINT Company the UJGA provides the following age divisions / flights:

ZIONS BANK Jr. Tour

  • Johnny Miller Masters Division (Boys 15-18 -- average score of 79 & less)
  • Johnny Miller Champions Division ( Boys 15-18 -- average score of 80 to 89)
  • Bruce Summerhays Division (Boys 13-14 -- average score of 89 or less)
  • Mike Reid Division (Boys 11-12 -- average score of 90 & less)
  • Belle Fellows Division (Girls 15-18 -- no average score requirement)
  • Judie Ahrend Division (Girls 13-14 -- no average score requirement)

Tour Description

The ZIONS BANK Jr. Tour is for Boys and Girls 11-18 years of age. Tournaments in this series are 18, 36 & 54-hole (54-hole events are for National Qualifying tournaments for the Boys & Girls 15-18 division). Players in this series can qualify for National tournaments, State Championships and Utah teams.

SWIRE COCA-COLA JR. Tour

  • Boys 11-12 Division
  • Boys 9-10 Division
  • Boys 7-8 Division
  • Girls 11-12 Division
  • Girls 10 & Under Division

Tour Description

The SWIRE COCA-COLA Jr. Tour is for Boys and Girls 7 to 18 years of age. Tournaments in this series are 9 and 18 holes. Players in the 12 & Under Flights can qualify for National tournaments and State Championships.  The Rules of Golf have been modified to a maximum stroke limit of 12-strokes per hole in all flights.

VIVINT Jr. Series

    • Boys 15-18 Flight (average score of 90 and over)
    • Boys 13-14 Flight (average score of 90 and over)
    • Girls 13-18 Flight (average score of 100 and over)

    Tour Description

    The SWIRE COCA-COLA Jr. Tour is for Boys and Girls 7 to 18 years of age. Tournaments in this series are 9 and 18-holes. Players in the 12 & Under Flights can qualify for National tournaments and State Championships.  The Rules of Golf have been modified to a maximum stroke limit of 12-strokes per hole in all flights.

     

    2. PLAYER PERFORMANCE RANKING Points (PPR’s)

    Player Performance Ranking points are awarded at each sanctioned UJGA tournament and some events (ie: Rules of Golf Workshop, Skills Challenge). Points are accumulated over the season and are used to determine the following:

    • Utah Teams (Junior Americas Cup, Hogan Cup, Mary Cave Cup) in the Johnny Miller Masters and Belle Fellows Divisions.
    • Qualifying players for the UJGA Invitational tournaments (TPC, Karl Tucker Memorial, Bill Johnson Memorial, SWIRE Cup, Challenge Cup)
    • UJGA Golfer of the Year and the All-Jr. Teams in each division

    NEW” this year, in order for your accumulative PPR points to be considered for these qualifying categories YOU MUST ATTEND a UJGA Rules of Golf Workshop.

    3. DRESS CODE POLICY

    Proper dress is required AT ALL TIMES WHILE AT THE HOST FACILITY, this to include while on the driving range, practice green or in the clubhouse. Questionable attire will be reviewed by the UJGA Staff. Should a host facility have a stricter dress code, its policy will take precedence. Players in violation will not be allowed to tee off.
    The following is the approved dress code for UJGA-sanctioned tournaments:

    • Hats/visors must be worn brim forward
    • Boys collared golf shirts and mock-top golf shirts with sleeves are approved
    • Women’s golf shirts without a collar must have sleeves.
    • Women’s golf shirts without sleeves must have a collar.
    • ALL players must keep shirts tucked in regardless of shirt style
    • NEW this year, Girls shorts and skirts length must be within a dollar-bill measurement from the top of the players knee cap.
    • Men’s shorts cannot extend past the knee and must have a belt if belt loops are provided.
    • “NEW” this year, girls need to wear “tank-tops” under their golf shirt if their “fashion top” reveals a bare-midriff at any time during her swing.
    • All players must adhere to the golf courses dress code if it is stricter than the UJGA’s.

    Prohibited Dress:

    • Tank tops, t-shirts and men’s sleeveless shirts
    • Denim shorts and jeans, short shorts, cut-off shorts and gym shorts.

    Penalty for Dress Code breach:
    A player who does not confirm to the dress code prior to the start of his / her stipulated round will not be allowed to play. A warning will be given to a player who began the round in compliance, but who later falls outside of the policy. If the player subsequently falls outside the policy and it is apparent that player is abusing the policy, the player will be disqualified. This action will be taken if the player demonstrates a defiant attitude with respect to the rule. Disqualification for breach of the dress code can result in a player’s membership being suspended under the Code of Conduct policy.

    4. GALLERY POLICY

    It is the objective of the UJGA to allow galleries at all sanctioned events. When a gallery is permitted, the UJGA has adopted a Code of Conduct for ALL GALLERY MEMBERS; the following is a summary of the gallery rules:

    • WALKING NEXT TO A PLAYER is prohibited.
    • “UPDATE” this year: Gallery members must maintain a 100-foot distance from all players, keep up with the group they are following and remain on the cart path if one is provided (remain in the rough-cut area if no cart path).
    • WALKING IN THE FAIRWAY CUT of the hole being played is prohibited with the exception that a gallery member can cross a fairway to aide in the search of a golf ball or to get to the next hole.
    • WALKING AHEAD or BEHIND THE GROUP is prohibited. 
    • COACHING ANY PLAYER during a stipulated round is prohibited.
    • CELL PHONE USE in “talking” while on the golf course is prohibited. Gallery members are allowed to “text” messages and must keep the cell phone in a “silent” mode.
    • CARRYING PLAYER’S ITEMS (rain gear, sweaters, etc.) that the player may use during the round is prohibited. Violation of this would constitute that the person carrying the items is a caddie as the items are considered the players equipment by the USGA Rules of Golf / Definition of Equipment.
    • “NEW” this year, gallery members must be at least 6 years of age to be on the golf course.

    Gallery members may:

    • Make positive comments on player’s performance as long as no prejudice is shown toward a specific player.
    • May rent golf carts if the host facility permits. Carts must remain on cart path or the rough cut of grass if no cart path is available. Gallery member must follow only one-group and must follow ALL golf course facility policies and rules. Must remain with one group (cannot go back and forth amongst groups)
    • Tournament participants (UJGA members) may be gallery members upon completion of their stipulated round, but must follow gallery policies. Players are allowed to ride in a golf cart with a parent or guardian 19-years of age or older provided all gallery rules are followed.
    • At anytime may give players food during a stipulated.

    “NEW” this year, The UJGA is establishing a volunteer parents group that will be known as the UJGA T.A.G Team (Tournament Assistance Group), the sole purpose of this group of volunteers will be to “monitor the actions of gallery members at UJGA sanctioned tournaments”. IF YOU ARE INTERESTED IN PARTICIPATING as a volunteer in this capacity please contact the UJGA Staff. 

    5. PACE OF PLAY (USGA Rule 6-7)

    “NEW” this year, Players will be subject to penalty if he/she unduly delays play. Group times will be checked at four checkpoints during a tournament round. The following schedule will be used at all UJGA-sanctioned tournaments:

    CHECKPOINT 1: (Completion of 4th Hole): Groups out of position will be given a warning; this is identified as a SINGLE RED CARD. The violating group is responsible to get back in position by the second checkpoint. Times of groups following the out-of-position group will be adjusted accordingly and are consider in position if they complete the check point within 15-minutes of the group they are following.

    CHECKPOINT 2: (Completion of 9th Hole): If a group did not meet their CP1 time and subsequently miss their CP2 time,  or a group that missed their CP1 time did not improve on their PACE OF PLAY (POP) time by a minimum of 1-minute (allocated time from CP1 to CP2 is 1 hour 15-minutes, must play in 1 hour 14-minutes) ALL MEMBERS IN THE GROUP WILL RECEIVE A 1-STROKE PENALTY; this will be identified by a DOUBLE RED CARD. Additionally, any group that met their CP1 time but subsequently missed their CP2 time will receive a warning; this is identified by a SINGLE RED CARD.  

    CHECKPOINT 3: (Completion of 13th Hole): Groups that missed their CP1 and CP2 times AND have now missed their CPS time or did not improve on their POP time by a minimum of 1-minute (allocated time from CP2 to CP3 is 1 hour) will receive an additional 2-stoke penalty. Groups that received a warning at CP2 and have now missed their CP3 time will receive a 1-stroke penalty.

    CHECKPOINT 4: (Completion of 18th Hole): If a group has missed CP1, CP2, CP3 and now CP4 and has not improved on their assigned POP time ALL PLAYERS IN THE GROUP WILL BE DISQUALIFIED. Groups that miss the CP4 time that had been previously issued a 1-stroke penalty will be issued an additional 2-stroke penalty. Groups that miss the CP4 time that had been previously issued a warning will be issued a 1-stroke penalty.

    POP Individual Penalty: ALL players are required to play their shot within 40-seconds, WHEN IT IS THEIR TURN TO PLAY, regardless if their group is on time or out of position. ANY PLAYER who takes more than 40-seconds to play will be given a warning after the third violation; a fourth violation will result in a 1-stoke penalty; a fifth violation will result in an additional 2-stroke penalty; a sixth violation will result in the player being disqualified from the tournament.

    TIME ALLOCATIONS FOR THE CHECKPOINTS
    Checkpoint 1 (after the 4th hole of play): 1-hour 
    Checkpoint 2 (after the 9-hole of play): 2-hours 15-minutes
    Checkpoint 3 (after the 13th hole of play): 3-hours 15-minutes 
    Checkpoint 4 (after the 18th hole of play): 4-hours 30-minutes.

    Any player may request an official to time his/her group if they feel there are players within the group who are violating the policy. Additionally, ANY group member can petition for their penalty/penalties to be waived, at which time there will be a review of the individual players time on each shot that was spot checked when the group was out of position (based on checkpoint times). Any shot that took longer than 40-seconds to complete will be in violation of the timing policy and the assessed penalty will stand. Additionally, if the Rules Official who had been timing the group deems that the group “did not make an honest attempt to get back into position” and meet the allocated checkpoint times the penalties will stand regardless of the player’s individual time.

    The Pace of Play policy will be discussed at all UJGA Rules of Golf Workshops, all UJGA members are encouraged to attend.

    6. UTAH TEAM MEMBERS

    Participating team members for the Boys & Girls Junior Americas Cup, Eddie Hogan Cup and Mary Cave Cup will be required to pay a $100 fee for participation on a Utah team, this is being assessed to help off set the costs associated with the national event. All participating players will receive Team uniforms, UTAH Team golf bag and all travel expenses will be covered.

    7. VALIDATION OF PPR POINTS

    Player Performance Ranking points are awarded based on performance at UJGA sanctioned events (see UJGA web site for current PPR schedule). Points are used to determine Utah Teams, Qualifiers for Invitational’s and Year-End Awards. “NEW” this year, if a player wants to participate on a Utah Team, Invitational tournament or Year-End awards a player must VALIDATE his/her points; this is done by attending a UJGA workshop. The Rules workshop still remains an optional event for UJGA members.
